I've tried the latest Lucid build and that produces very similar
results. The main thing I notice about it is that it's using the nouveau
driver which is what I think is responsible for what I'm seeing.
Again, I ran the test in single user mode. It wasn't possible to remove
or disable the nouveau

GMA 950, x3100, and a GMA 4500M. I also have a system with a ATI R300 running
Ubuntu Karmic with the 2.6.32 kernel from ppa using KMS and Xorg-updates which
does not exhibit this issue so it seems specific to the Intel

Browser has been open for around 7 hours. And then, suddenly cpu
utilization maxed out to 100% with only 4 tabs open. Even a with only
one tab, I found out cpu utilization is hogging around 90% which is
unusual.

I guess this is the new transparency code. You can try to recompile with
it disabled (change the --enable-argb to --disable-argb in debian/rules)
and see if you have the same problem. I don't use Gnome myself so I
can't test (works fine for me).
