I am experiencing this issue on a Toshiba Satellite A110 laptop.
A slight difference with the above reports that's worth mentioning is that I
use uswsusp instead of the stock solution.

I just tested setting up the Ubuntu One client with Chromium set as the
default browser. My test environment is Karmic with all the latest
updates as of today (2009-11-24) and Chromium 4.0.256.0 (Ubuntu build
32803). Here are the steps I took:
1) Open System->Administration->Preferred Applications

Ubuntu One connected just fine initially. It is only when coming back
from suspend that it refuses to reconnect. If I reboot the system
everything works just fine again. I am using network manager to connect
to a regular wired ethernet connection. I'm not sure how to run from a
terminal session, bu
the bug is not one in this source though, the ftp binaries just need to
be cleaned which will happen in lucid now

I have tested this on Karmic and everythings look ok.
This is what i did
$ echo $LANG
ro_RO.UTF-8
Start Firefox in safe mode
$ firefox -safe-mode
Firefox starts in safe mode with English text.
I then closed firefox and start it again in normal mode
$ firefox
Firefox starts with Romanian text
