I'm pretty sure it was already doing that -- the problem was that it was
showing the operation, but the operation didn't have a title. The subtext would
say "Applying Changes" but the main text was blank.

I found my answer, and it's not a bug, but a legal thing, because the
required codecs are not allowed to be shipped with Ubuntu, from what
I've read.
The bug reporting window popped up when I was trying to play a movie,
and I was trying to help.
I solved the problem by installing:

but as few people said that it shows their id and when they put in their
password to login it takes them to the same page again and again. When i
registered i didnt get any conformation mail but it straight away said that im
registered and i used that id to login but it wasnt working. S
yes i have checked the cd in other systems all ok, ubuntu seems to hang
when blank cd incerted dvd is fine? when blank cd inserted takes up to a
minute or two to pop up with promt (you have inserted a blank cd)

In my case, I found out a workaround to make Kile working properly again: I
change working space:
Ctrl+Alt+Left, then Ctrl+Alt+Right
and now Kile returns to work with the normal speed.
