I have this problem after upgrading to Karmic. Layout switching is OK
(Latvian/Russian). Compose key is OK. However, 3rd level chooser
(Latvian accented characters like "ā" or "ļ" in my case) does not work
in Gtk applications other than gnome-terminal. Google Earth (which is
Qt-based) is OK too.

what unggnu meant is switch to the terminal with ctrl + alt + f1
to stop / restart gdm, instead of using /etc/init.d, you can do:
sudo service gdm stop
sudo rmmod i915
sudo modprobe i915 modeset=1
sudo service
Latest update solved the issue. The envelop becomes black.
