this occured to me after a fresh install of jaunty ( released version)
with ext4 and then changing sources .lst to karmic and updating, all
went well until I installed the 2.6.30-1 kernel , with that kernel I
would get grub error 13 , with 2.6.28-11 the boot was ok , reinstalling
grub from within
I had the same issue after using a usb card. I think the problem is related
with that.

But a new problem is introduced: when pressing Ctrl+Fn Down immediately

Yes, it is reproducible. Some further testing showed that gnome starts
to mix up the shortcut after log out -> log in or after a reboot
Steps to reproduce:
1. Go to system -> Preferences -> Keyboard, change the behavior of the
capslock key there to "swap capslock and esc"
2. Go to System -> Pr
and that was tested with firebird2.1-classic
sudo apt-get install firebird2.1-classic
dpkg-reconfigure firebird2.1-classic to enable it
and then from flamerobin i have declared the function and worked without issues
as above

It started doing the same thing today again, and I could replicate the
fix: applications won't respond to mouse, except for Dolphin; open
terminal through Dolphin, kill Xorg, relogin, and things are fine.

For what it's worth. I had problems with 8.04 and an Exchange Server
2003 (SBS), and after upgrading to Ubuntu 9.04 Desktop, everything works
as expected.
