For the apport side of things, I'm pretty sure that the reason is that
the apt-get cron job wasn't run yet, so that apt didn't know package
origins. That's not something we can fix in apport itself. It also won't
cause too much confusion for users, since we disable apport in stable
releases.

Hi, it had to do with the update manager not installing or accessing the
updates from the web. I'm an Australian living in England. I've not done
anything Ubuntu related recently as I've been on deadline for work.
