This is not a missing package, merely a missing file. The dlocatedb is
not created immediately after you install dlocate; rather, a nightly
cron job which updates this file is installed. The postinstall script
also creates this file, but it is run asynchronously, so it might not
yet have finished

i' ve experiended this on some machine where i have installed xubuntu, and
never an account of "where are learning about this major bug", because it is.

The bug occurs for me only rarely and it is impossible to predict when.
Therefore I cannot reproduce it reliably. However, I will report again
if it occurs for me under 8.10 or 9.04. Thank you.

I can confirm this Bug with Ubuntu Server 8.04.2. But for me it only
occures when i installed the "ocfs2-tools" package via apt. Without the
package, the GUI is started and the plugin shown.
