Tried it from a terminal instead of Nautilus and I have the problem
there too.

Any GUI tool that doesn't use adduser or comply with policy should be
fixed or removed from Ubuntu. I agree with Steve that this belongs in
adduser, not PAM.

The problem should have gone away: I have repeated the test case on the
same machine (altough the configuration has been changed) using Intrepid
Alpha 4 and nothing wrong happened.

Confirming with WindowsXP as client and Intrepid as server.
Server notifies of client connection and that's it. Once after vey long time
(minutes) there was message about timeout.
Rolling back to hardy's version solves the problem.
