When I open directory with images (in list mode) , nautilus a long time
sort files (create list) and files fast change positions. But I expect
that the list of files will be loaded from top to bottom and files will
not change positions.

No, it's not deliberate. Any responsiveness problems are likely to be
kernel problems (though not necessarily easy to fix; the usual remedy is
to add more memory!).

did you read the upstream bug? the issue described there has been fixed,
I think your problem is webdav specific and is due to the fact that
datas copied are store in memory and not read in a standard way
