I have found a solution to mine problem (for a 2 seat configuration at

Probably, the message or the text on the controls should clarify, that
the change of the language on the login banner is intended for one
login only and hint about the system-wide language settings, which are
used by default. BT

Ok, that wasn't a useful comment, I just noticed the duplicates in the
menu ;-)
Wouldn't it make sense to do both the 45-libsane.rules and the new
consolekit solution? They may at some point conflict somewhat, but I
don't think it will do much harm in the transition phase.
