I had the same problem. Looking through DistUpgradeController.py
revealed that that the amount of space required is determined by the
amount of linux-image-* packages installed. Popping up synaptic and
removing the old crufty ones and trying again fixed it for me.

I seen simmilar bug in Debian.
On Ubuntu I seen related (probably) bug, where some of the modules are
missing (like, Monitors&Display, and if I start Display module by hand I
get an empty window with no settings at all)
