I had identical symptoms on a Dell Dimension 2350 - slow boot, no
display. I disabled usplash by removing quiet splash from the boot
options, and the boot sped up tremendously.

I think it is a good idea to let the restricted manager install the
firmware. It could use the script which giner has posted and the
download could be triggered either by the installation of foo2zjs or by
plugging a LaserJet 1000/1005/1018/1020 to the USB, using a HAL script.

The file causing the problem is
/usr/share/omf/windows/windows-C.omf
which is part of ubuntu-docs. I do not know why this complaint appears
during the update of CUPS.
Can you check whether CUPS got really updated ("dpkg -l '*cupsys*'")?
What happens if you run "sudo apt-get dist-upgrade" on the
