[Bug 82544] When the network is unavailable, Ubuntu desktop doesn't work

Public bug reported: I have a simple home LAN. I'm behind router which is connected to cable internet. IP addresses are assigned using DHCP. However, it is not that important I think. When the network is down because of my ISP fault, logging to GNOME or launching new applications doesn't work.
