Ok, I'd say packages.ubuntu.com is out of date. I have just checked there myself, and it doesn't even list all the architectures for 1.19. I doubly made sure everything was correct, by downloading the debs both through Launchpad, and from archive.ubuntu.com, and unpacked them. All looks in order.
