Works fine here, probably not a bug.
Note that you have to tell Gnuplot to close the file. You can do that by
changing the file name (set out 'foo2.svg') or terminal, or exiting
Gnuplot.
In any case, Gnuplot writes the terminating properly.
Please clarify if you still have problems.

I have this problem with stable Ubuntu Edgy. I own an external hard disk
drive and I was noticing today that access to it was quite slow. I
rebooted the computer and tried again with no luck. Then I saw this

It's very likely you have the pata driver blacklisted.
sudo rm -f /etc/modprobe.d/blacklist-pata
sudo update-initramfs -u
That should resolve it.
Also, please let the maintainers handle confirmed or not. You haven't
confirmed anything other than assumptions.
