I think that the correct thing would be to say that the time code for
Greenwhich is GMT (like the time code for Buenos Aires, Argentina, is
ARS, etc) and GMT has daylight savings like other times. That is, GMT is
UTC 6 months a year.

The problem doesn't occur in my installation as well, right. The
original problem occured on a friend's notebook, where further
investigation turned out that he had vpnc once installed from source
tarball. His vpnc-script (I attached it for the records) might be a
leftover from that installation.

I tried using gxine, vlc media player and mplayer to play it. It's fine
now. I've also upgraded the kernel too. Not sure if that made a
difference.
