It would not be unreasonable, I would propose, to insert a comment into
/etc/apt/sources.list, cautioning the user that if changes are made to
this file, "apt-get update" should be run to cause those changes to take
effect. And/or a comment to this effect in the "sources.list" manual
page.

This bug report is being closed due to your last comment regarding this
being fixed with a configuration change. Due to the fact that you were
editing '/etc/apt/sources.list' by hand it is expected that you would
also run 'apt-get update' by hand. Thanks again for taking the time to
