I don't think this will ever be changed as long as both Lubuntu and
Ubuntu share the same 'core' system. Having that said, I am not sure if
it is good idea to keep this bug and not mark it as invalid.

Yes, I'm pretty sure it's the same reason; Lubuntu is just a variant of
Ubuntu and uses the same core systems. This is why it says "Ubuntu
12.04" instead of "Lubuntu 12.04".

Title
It has nothing to do with Lubuntu but with ALL the other variants, just
like Xubuntu. Why? I think, IMHO, because all share the same core
system. Not sure if it is possible to fix but I do hope so because it
caused so much confusion.
