As Natayan mentioned above the sysctl fixes the issue, but for us
creates another issue because we actually want to use netfilter on the
bridges. Sadly this is breaking part of our OpenStack deployment.

We were experiencing a similar issue, and it ended up being an interaction
between the bridging code and iptables. Setting
net.bridge.bridge-nf-call-arptables = 0
net.bridge.bridge-nf-call-iptables = 0
net.bridge.bridge-nf-call-ip6tables = 0
Fixed the issues for us.
