I probably was not clear enough. I use linux for a long time but never used it
with GUI before, so I do not exactly know how things are called here.
I mean keyboard input switch, where I can choose the language to type in.

Are we possibly talking about different things? I thought the bug was about
setting the display language, while I now suspect that you actually meant the
keyboard layout. ;-) Is my latest guess correct?

I am afraid that I cannot provide any additionsl details. I ran update-manager
-d and after that the described problem appeared.
Funny thing that is I did not logout normally, but reatarted lightdm it was OK.
Now it is fixed by adding Russian keyboard layout again from welcome screen.

The distro upgrade indeed changes som stuff behind the scenes, but the
temporary issue you describe wasn't anticipated. Could you please try to recall

Are you aware of the distinction between system language and user language? I'd
appreciate
not works for me. If I change the system language from english to german
und than reboot, the language stays english. Curious effect is than the
unity-greeter after reboot is going crazy respectively start and closing
lightdm in loop...

I found a way how to "fix" it. It will help to fix it really.
After logout I added the language again usung language selector settings. Now
it works.
Probably an upgrade issue, when settings are stored somewhere else.
