I got the same number two when upgrading to Feisty in two steps from
Dapper . The boot process stalls on "Running local boot scripts
(/etc/rc.local)" and I can't login.

Scott i think the title is misleading but i saw this happening also
between 2 upstart upgrades where you changed syntax for run-level.
