I can confirm this bug. Installing an older version
(vpnc_0.4.0-3ubuntu2_i386.deb) from the post above fixed this. The
workaround is good enough for me, but it would be nice to have a working
vpnc version in the repos.

This appears to be happening to me as well and is very reminiscent of
Bug #93413 from Feisty. This had to do with Dead Peer Detection being
enabled by default in vpnc and it is incompatible with many older Cisco
VPN devices such as PIX and some routers. You can read the bug history

This is a confirmed regression. Uninstalling hardy's vpnc 0.5.1r275-1
and reinstalling gutsy's 0.4.0-3ubuntu2 fixes this problem.

I get this very same symptom with up-to-date Feisty.
