I just rebooted because of a kernel upgrade to Ubuntu 2.6.20-13-generic.
The only way I was able to get my wireless network card to work again
was to first issue the terminal command,
sudo ifdown ra0
then after that I issued command
sudo ifup ra0
and my network card came to life.

When I issued this command from a terminal session:
sudo ifup ra0
My wireless network card (Belkin F5D7010) came alive and I was able to
connect to the internet via my router.
