Definitely a compiz bug. Using Nouveau and tested on Unity2D and gnome-
shell, both of which do not use compiz.
There are certain windows that always open in the second monitor, many
of which can be seen in this video: open/save dialogues, images (via Eye
of Gnome), and the system settings (not pi

Compiz' window placement plugin I believe does default to placing all
new windows on the current active monitor. However this is a problem
with the proprietary NVIDIA driver, because that's one of the only
drivers that treats all monitors as a single output. Because NVIDIA does
