Thank you for the report.
But this is not a bug, as you can confirm by seeing your own cache with:
$ ls /var/cache/apt/archives
And look at the filenames, some filenames is showed with some 'different'
characters, as you described before.
In my cache resulted something like that:
...
xchat-g
We are trying to reproduce that behavior but without success.
Maybe this could be something in when creating iso file...
