Just checked with fully up-to-date precise and bug persists. Steps to
reproduce:
1. open gnome-terminal
2. Go to full-screen
3. type "evince" which opens correctly in foreground but
"gvim/chromium-browser/nautilus" open incorrectly in background
Basically gnome-based apps open correctly in foreg

I entered terminal into fullscreen and stared a few applications and all
would open infront of terminal.

One more thing, this happens when gnome-console is full screen. When the
gnome-console is windowed, gvim appears fine. My system is kept upto
date and I check for the bug again before posting, so yes the bug is
still there as of this comment.
