I can confirm this happens. This has nothing to do with workspaces from
the users perspective. Opening a browser window and any other app
windows ― Chrome won't be shown in the list of alt-tab. Also only having
Chrome opened doesn't show any list on pressing alt-tab.

Yeah I just noticed that the reported issue only occurs if the apps are
seperated by workspace so I will mark this invalid since alt-tab
switching should be per workspace.

I just re-assigned Chromium to desktop 1 using the Ctrl-Alt-Shift-
LeftArrow shortcut and it now appears in the Alt-Tab list.
