Ben Howard, this bug was reported a while ago and there hasn't been any
activity in it recently. We were wondering if this is still an issue? If
so, could you please test for this with the latest development release

Confirming on 12.10. External keyboard is not detected at all on boot if
it is plugged in and switched on. Most of the times it is detected if it
is plugged in and switched on only when login prompt is visible.
Sometimes to get it detected it is required to turn it off, unplug, plug
back in, turn o

udev is not really in the path here, it gets out of the way as soon as
the device has been detected. This sounds like an X server problem if
anything.
