The problem is, that xindy looks for those files:
utf8-lang.xdy
utf8-test.xdy
utf8.xdy
A pretty easy (and in my opinion uncritical) fix is the following:
cd /usr/share/xindy/lang/spanish
sudo su
ln -s modern-utf8-lang.xdy utf8-lang.xdy
ln -s modern-utf8-test.xdy utf8-testg.xdy
ln -s modern-utf8.
This bug was fixed in the package xindy - 2.4-1.2
