Okay, I thought this was related to Gtk's kinetic scrolling support, but
it looks like it's still handled by Synaptics, from what I can observe
with xev.

Scrolling down the Evince thumbnail list seems to have kinetic
scrolling, just that it's really slow. Setting CoastingFriction (from
synclient) to 0 causes it to continue scrolling at a very slow pace.

For me, I have a regular touchpad with 1 finger edge scrolling. Kinetic
scrolling worked in 11.10, but not in 12.04.

At a guess this isn't a Unity bug, but perhaps an xserver-xorg-input-
synaptics. I see the same lack of inertial/kinetic in Unity 2D, Gnome,
Gnome Classic, XFCE and KDE on 12.04.
