I just tryied building the package in my spare machine with precise and
it works. It's definitely a sync, thanks for the suggestion. I've opened
a sync request with bug #929728 , could you please sponsoring it?

Hi Paolo
When I see the control file I can see that the locales-all build-dep has
been dropped from debian replaced by hardening-wrapper
secondly I can build the package fine on my i386 precise pbuilder (build
log attached)
Maybe its a sync?
