I am noticing this issue again on Raring Alpha 1 - it seems to have
gone away under Quantal. However, the CPU usage is not extremely high
like before.

In my case, this was not related to "[fglrx] compiz uses 100% CPU when
screen turns off (spinning in glXWaitVideoSyncSGI or glXSwapBuffers)"
Bug #969860 because it happened while the screen was active.
