Hi everyone!
The solution is:
Open Kcontrol then ->login manager->users->user image source
change to "admin, users"
Restart Kcontrol and you should now be able to change your user image.

also happens on my Feisty Herd5 system. Was able to change it before in
Edgy not won't allow it on Feisty.
