Seems like this was a transient issue, resolved now.
It would not have been caused by ia32-libs, because the skype package in
the partner archive doesn't use ia32-libs.

That question came at the end. I was able to upgrade a few hours later,
and skype wasn't removed. Not sure what caused this.

I guess this could be related to skype not yet being available in
partner for precise. But why does it end up marked for removal? I know
there's a question asking whether to purge obsolete packages, but I
thought this comes at the end of the upgrade. Micah, was a question
like this presented?
