I agree with Trouillez vincent that updated fullscale values would help.
My issue is with my apartment complex providing me a "high speed
internet" connection that is choked down on an instantaneous basis from
DSL speed to 56K modem speed to intervals of zero speed lasting up to
several seconds. Th

Hmm, since the outgoing BW is typically much smaller than the incoming
BW, it's probably more practical to stick with the 0-100% marks on a
single axis (if just for consistency with the other graphs), and
maintain/update two distinct full scale values for each stream.
