Regarding the design input, let me note that it works/used to work with
Unity 2D in Ubuntu 11.04 (unity-2d being based on metacity then).

FWIW, this is standard behaviour with Mac OS X, and has been for a
little while now. I was a little surprised that Ubuntu didn't exhibit
the same behaviour when I migrated recently.
