OK, according to http://askubuntu.com/questions/39843/application-
indicator-for-shutter, this issue is fixed in Shutter 0.89, which
presently is available from a PPA and can be installed / updated thusly:
sudo add-apt-repository ppa:shutter/ppa
sudo apt-get update && sudo apt-get install shutter
I think it's important to clarify a few issues with this bug:
First, for some of us -- including myself and the original submitter --
the Shutter indicate DOES work and appear in Unity's indicators once

Shutter indicator somtimes only visible in Expo
I haven't seen the shuttle indicator show since Ubuntu 10.10 which used
GNOME 2. Is there any chance it will ever appear in Unity Desktop
running Ubuntu 12.04 (without out having to do additional "white
listing" steps)?

Thanks Mario. I whitelisted all indicators shortly after upgrading to
Oneiric. Shutter does show up in normal view, just not expo view. But
I imagine expo view only shows indicators using app-indicators; if so,
then the observed behavior makes sense. Thanks for the clarification.

Shutter doesn't use app-indicators yet, because of missing perl
bindings. You have to whitelist shutter. Have a look at the information
