You either have to doubleclick the crash file
OR
use
'ubuntu-bug /var/crash/_usr_bin_ekiga.0.crash'

Please do:
sudo start apport force_start=1
ekiga
This will trigger apport upon the crash and will report a new bug with a
backtrace. Therefor I'm closing this one.
