Then it's probably not the same cause, even though it looks the same. I
thought it was compiz+RAM related, but no matter how high it got (320
was max) it wasn't an issue with a different mouse.

The mouse has absolutely nothing to do with this. I just tested with my
touchpad, and it has the same effect with the mouse losing it's position
over the titlebar.

On a side note - this bug report is basically the same as this one
(although there are a couple of variations there), and a solution
proposed there (mouse polling and\or replacing mouse) helped me

I have the same problem. After a fresh boot the system is fast and
snappy (compiz is using about 100-150mb of RAM at that point), but after
an hour or so of usage window dragging becomes really laggy and
irritating. Compiz is now at 290mb of RAM and increasing with usage.
Also, newly opened window
