Hello,
I had the same problem (Ubuntu 12.04 Precise), I upgraded lxpanel to version
0.5.10-1 (quantal) and it seems to work correctly now (showing "41% charged,
1:22 until full" instead of "100%", and the green bar is not full now).
I didn't test during discharging yet.
