I was able to get out of trouble with Synaptic.
1. Reload
2. Mark all upgrades
3. Apply
Apparently a python package had been fixed, and put into
the Repos.

I had the same issue just now.
But if you do a dist-upgrade it will work again.
Unfortunately you cannot use update-manager to so now.
Go into a terminal and type:
sudo aptitude update
sudo aptitude dist-upgrade
And it will update python-apt .. and it will work again.
