It seems to be an issue with the pt mirror of the Ubuntu archive as if
you go to the main mirror you can access the deb file mentioned in
comment #6.

Regardless this is not a bug in update-manager but rather the mirror.

This is most likely a problem with the pt.archive.ubuntu.com mirror
being overloaded because of the release. Could you please try again a
bit later (couple of hours)? I notified the mirror admins about the
problem.
