This bug is still present in Gutsy, KDE 3.5.7 as of August 22, 2007. I
recall Tonio_ was looking into this bug before Feisty was released. I
don't know what has happened since.

Bug confirmed in both x86 and AMD64 Feisty installs. Use of kcontrol
allows admin privileges as posted earlier. 3viL, kdmtheme is installed
in kcontrol under System Administration>KDM Theme Manager, not under
Appearance and Themes.

mount-, service-, user-, wine- and displayconfig (and powermanager, but
that's not a KCM)

I don't see an equivalent management section in kcontrol - the themes in
the appearance section there appear to be related to color control.
This is a pretty big UI bug, imho.

I also have exactly the same problem, I thought maybe I hadn't installed
