I am performing clean install of Ubuntu 18.04 on my new SSD drive.
Installation crashes just before the end when trying to install Grub.

reinstall 18.04 and before that back up all your data to another external
harddisk before installing 18.04.

In your machine previous grub is already installed.so to remove that I
would say delete all the partitions and then again install the grub or
linux.before that backup all your data.

This problem looks similar to many other problems... it may change
Ubuntu to an impopular distribution, especially if nobody can install
Ubuntu anymore... I would increase priority!!
