I had the same problem. http_proxy is not set.
The error was in /etc/apt/apt.conf:
Aquire::http::Proxy "false";
After deleting the above line, I could install flashplugin-installer without
any problem.

btw: 'wget http://archive.canonical.com/pool/partner/a/adobe-
flashplugin/adobe-flashplugin_10.3.183.10.orig.tar.gz' works fine on
this same system.

I think flashplugin-downloader has problems resolving hosts for some
reason.
On the system I have in front of me (upgraded step by step from lucid-
mav-nat-oneiric), all DNS resolution works, but flashplugin-downloader
consistently does this:
