No,it should't that commit is already backported in unity 4.8.0 package.
When I first started unity after the update, I had the very similar
issue, in my case the color was white, re-login fixed it and the issue
have not happened since.

That's basically how it's supposed to work right now. Those elements are
tinted with a color based on your wallpaper.

This also affects the new alt-tab overlay too. It seems to happen on
anything that should be blurred in Unity.
