The problem is such that even if the kernel and kvm are only upgraded at
the same time, kvm will be broken until you reboot into the new
kernel... There isn't anything we can do about this until we freeze, so
I'm going to reject this "bug."

Out of curiosity, was this updated already?
I noticed that kvm was upgraded to a newer version (15-1ubuntu1), but
now I again get the message "kernel is too old". And qemu is run
instead.
I checked linux-image, it does seem to provide kvm-modules-2, but that
doesn't seem to do its magic.

Kernel now provides kvm-modules-APIVER for userspace to depend on.
Getting in touch with Debian kvm maintainer to add this as a depend for
kvm package.
