I'm glad I can report: This issue is resolved.
I was able to find out what was causing this behaviour: A third-party
installer script (which was run as root) changed the ownership of
several subfolders under ~/.local/share/ to "root", and thus, there was
no write access any more.
This had nothing
I started using Kubuntu Feisty with the i386 desktop iso-image, a few weeks
after Herd 1 was released.
I installed the daily snapshot of 11-Jan-2007 (shortly before Herd 2).
The last apt-get upgrade was yesterday; kmenuedit was among the packages
which were upgraded, but it was already defective
Thank you for reporting this bug. I cannot reproduce it on Feisty with
KDE 3.5.6. What version of (K)Ubuntu and KDE are you running?
