Julien is right. The theme is being finished and will be applied in
forwarding ISOs. In the meanwhile you can use the beta theme listed
here: https://wiki.ubuntu.com/Lubuntu/Artwork/Incoming/Oneiric/Ozone
unpack at ~/.themes and estart session. Warning: you must install GTK3
Unico engine.
