I take this back. /etc/acpi/power.sh is run regardless of gnome-power-
manager. It may be the case that /etc/defaults/acpi-support does not
have ENABLE_LAPTOP_MODE=true turned on.
There is a related bug, where the acpi-support doesn't run on
suspend/resume because gnome-power-manager is running.
gnome-power-manager manages this if it is enabled. acpi-support checks
for gnome-power-manager and defers to gpm when gpm is running.
I also have this problem.
